Generalleutnant Wien ist seit 2023 Deutscher Militärischer Vertreter im Militärausschuss der NATO und der EU. Zuvor war er Vizepräsident im Bundesnachrichtendienst sowie Stellvertretender Deutscher Militärischer Vertreter im Militärausschuss der NATO, der EU und Chef des Stabes. Er trat 1982 in die Bundeswehr ein und durchlief zahlreiche Führungs- und Generalstabsverwendungen, u.a. im Bundesministerium der Verteidigung. Außerdem absolvierte er internationale Einsätze mit der Kosovo-Truppe (KFOR) und mit der Internationalen Sicherheitsunterstützungstruppe in Afghanistan (ISAF). Er studierte an der Universität der Bundeswehr in Hamburg und der National Defense University in Washington, D.C.

Lieutenant General Wien has been the German Military Representative to the NATO and EU Military Committees since 2023. Prior to this, he acted as Vice-President of the Federal Intelligence Service as well as Deputy German Military Representative to the NATO and EU Military Committees and Chief of Staff. He joined the Bundeswehr in 1982 and held numerous leadership and general staff posts including at the Federal Ministry of Defence. He also undertook international deployments with the Kosovo Force (KFOR) and the International Security Assistance Force in Afghanistan (ISAF). He studied at the University of the Bundeswehr in Munich and at the National Defense University in Washington, D.C. USA.
