Call for Application: NATO’s Future Seminar 2020

YATA Ger¬≠ma¬≠ny will host a semi¬≠nar from Novem¬≠ber 13‚Äď16, 2020, focu¬≠sing on key issu¬≠es of trans¬≠at¬≠lan¬≠tic secu¬≠ri¬≠ty.

In order to fos¬≠ter the under¬≠stan¬≠ding of secu¬≠ri¬≠ty poli¬≠tics, to estab¬≠lish an inter¬≠na¬≠tio¬≠nal dia¬≠lo¬≠gue among the youn¬≠ger genera¬≠ti¬≠on, and to con¬≠nect emer¬≠ging lea¬≠ders from NATO mem¬≠ber and part¬≠ner coun¬≠tries with seni¬≠or decisi¬≠on-makers, YATA Ger¬≠ma¬≠ny will host a semi¬≠nar from Novem¬≠ber 13‚Äď16, 2020, focu¬≠sing on key issu¬≠es of trans¬≠at¬≠lan¬≠tic secu¬≠ri¬≠ty.

  3. Secu­ri­ty Poli­cy: Stra­te­gy Chan­ge through Cli­ma­te Chan­ge?

A first gene­ral ses­si­on of the semi­nar will pro­vi­de an intro­duc­tion to the methods and tools of fore­sight. The term usual­ly descri­bes acti­vi­ties wit­hin stra­te­gic plan­ning, used in both busi­ness and poli­tics. To use the words of Dr. phil. Kers­tin Cuhls (Fraun­ho­fer ISI): Fore­sight goes fur­ther than fore­cas­ting, inclu­ding aspects of net­wor­king and the pre­pa­ra­ti­on of decisi­ons con­cer­ning the future.

In secu¬≠ri¬≠ty poli¬≠tics, the Del¬≠phi Method as well as various sce¬≠n¬≠a¬≠rio methods are com¬≠mon prac¬≠ti¬≠ces. The for¬≠mer descri¬≠bes an approach deve¬≠lo¬≠ped by the RAND Cor¬≠po¬≠ra¬≠ti¬≠on in the 1950s, to fore¬≠cast the impact of tech¬≠no¬≠lo¬≠gy on war¬≠fa¬≠re. The pro¬≠ce¬≠du¬≠re encom¬≠pas¬≠ses a group of experts that ‚Äď in two rounds ‚Äď pro¬≠vi¬≠de their input to a set of ques¬≠ti¬≠ons. After the first round, the experts recei¬≠ve sta¬≠tis¬≠tics that reflects the input given by the group as a who¬≠le. In the second round, the experts once again pro¬≠vi¬≠de their input. Thus, this rese¬≠arch method aims to dis¬≠co¬≠ver an even¬≠tu¬≠al expert con¬≠sen¬≠sus wit¬≠hin cer¬≠tain fiel¬≠ds.

Sce¬≠n¬≠a¬≠rio metho¬≠do¬≠lo¬≠gy encom¬≠pas¬≠sed a set of approa¬≠ches to deve¬≠lop sce¬≠n¬≠a¬≠ri¬≠os, both explo¬≠ra¬≠to¬≠ry and nor¬≠ma¬≠ti¬≠ve. Depen¬≠ding on the pur¬≠po¬≠se, both can be of gre¬≠at use wit¬≠hin stra¬≠te¬≠gic plan¬≠ning; an explo¬≠ra¬≠to¬≠ry approach can help explo¬≠re pos¬≠si¬≠ble futures, whe¬≠re¬≠as a nor¬≠ma¬≠ti¬≠ve approach ‚Äď whe¬≠re a cer¬≠tain, desi¬≠red sce¬≠n¬≠a¬≠rio is drawn up ‚Äď can be hel¬≠pful when deve¬≠lo¬≠ping road¬≠maps.

Howe­ver, prac­ti­tio­ners of fore­sight may use a varie­ty of methods, and it is not uncom­mon for futu­rists to use con­cepts such as uto­pi­as or wild cards in order to encou­ra­ge the con­ver­sa­ti­on on alter­na­ti­ve futures, and on cri­ses that no one saw com­ing.

To each ses­si­on, seni­or poli­ti­cal and mili­ta­ry experts will be invi­ted to dis­cuss ide­as and recom­men­da­ti­ons deve­lo­ped by the par­ti­ci­pants of the semi­nar (for details, see the agen­da).

All par¬≠ti¬≠ci¬≠pants will also par¬≠ti¬≠ci¬≠pa¬≠te in the main con¬≠fe¬≠rence NATO Talk-Con¬≠fe¬≠rence 2020 on Novem¬≠ber 16, an inter¬≠na¬≠tio¬≠nal con¬≠fe¬≠rence co-hos¬≠ted by the Ger¬≠man Atlan¬≠tic Asso¬≠cia¬≠ti¬≠on and the Federal Aca¬≠de¬≠my for Secu¬≠ri¬≠ty Poli¬≠cy. The aim of the con¬≠fe¬≠rence is to address NATO‚Äôs cur¬≠rent sta¬≠tus and take a look at NATO 2030. The con¬≠fe¬≠rence, taking place brief¬≠ly after the U.S. pre¬≠si¬≠den¬≠ti¬≠al elec¬≠tions, starts with a high-level dis¬≠cus¬≠sion on the out¬≠co¬≠me of the U.S. pre¬≠si¬≠den¬≠ti¬≠al elec¬≠tion. The first panel begins with an impul¬≠se by Ivo Daal¬≠der and focus¬≠ses on ‚ÄúNATO 2020 ‚Äď whe¬≠re do we cur¬≠r¬≠ent¬≠ly stand?‚ÄĚ Then, NATO‚Äôs Future par¬≠ti¬≠ci¬≠pants have the uni¬≠que oppor¬≠tu¬≠ni¬≠ty to pre¬≠sent and dis¬≠cuss their recom¬≠men¬≠da¬≠ti¬≠ons ‚Äď semi¬≠nar out¬≠put ‚Äď with a high level NATO repre¬≠sen¬≠ta¬≠ti¬≠ve at the main sta¬≠ge. The second panel then focus¬≠ses on ‚ÄúNATO 2030 ‚Äď what can we build on?‚ÄĚ

As the situa­ti­on can chan­ge until Novem­ber, we would like the app­li­cants to take into mind that the semi­nar might also take place in digi­tal form only.

Right now, we plan to orga¬≠ni¬≠ze a smal¬≠ler semi¬≠nar with 21 inter¬≠na¬≠tio¬≠nal par¬≠ti¬≠ci¬≠pants (7 par¬≠ti¬≠ci¬≠pants per working group) abi¬≠de by the hygie¬≠nic con¬≠di¬≠ti¬≠ons of the Ger¬≠man government. All selec¬≠ted par¬≠ti¬≠ci¬≠pants will have to decla¬≠re they do not have sym¬≠ptoms pri¬≠or to the semi¬≠nar and have not visi¬≠ted any of the inter¬≠na¬≠tio¬≠nal risk are¬≠as defi¬≠ned by Robert-Koch-Insti¬≠tu¬≠te (click here) in the last 14 days, unless they can pre¬≠sent with a nega¬≠ti¬≠ve coro¬≠na test not older than 48 hours pri¬≠or to the start of the semi¬≠nar.

Eli­gi­bi­li­ty

  • Stu¬≠dents with an aca¬≠de¬≠mic back¬≠ground in Inter¬≠na¬≠tio¬≠nal Rela¬≠ti¬≠ons and Secu¬≠ri¬≠ty Stu¬≠dies and young pro¬≠fes¬≠sio¬≠nals who have begun a care¬≠er in a rela¬≠ted field
  • Bet¬≠ween 18 and 35 years of age
  • NATO or PfP coun¬≠try citi¬≠zenship
  • Past expe¬≠ri¬≠ence and/or stu¬≠dies rela¬≠ting to: secu¬≠ri¬≠ty or defen¬≠se poli¬≠cy; demo¬≠cra¬≠tic tran¬≠si¬≠ti¬≠ons; inter¬≠na¬≠tio¬≠nal law; huma¬≠ni¬≠ta¬≠ri¬≠an issu¬≠es; or any other fiel¬≠ds of rele¬≠van¬≠ce to the trans¬≠at¬≠lan¬≠tic part¬≠ners¬≠hip.

  • The¬≠re is no par¬≠ti¬≠ci¬≠pa¬≠ti¬≠on fee for the semi¬≠nar. YATA Ger¬≠ma¬≠ny will offer tra¬≠vel reim¬≠bur¬≠se¬≠ments of up to ‚ā¨100/‚ā¨200 (national/international), pro¬≠vi¬≠ded that par¬≠ti¬≠ci¬≠pants will choo¬≠se afford¬≠a¬≠ble tra¬≠vel opti¬≠ons. We will also pro¬≠vi¬≠de accom¬≠mo¬≠da¬≠ti¬≠on in cen¬≠tral Ber¬≠lin from Novem¬≠ber 13 to 16.

  • Selec¬≠ted par¬≠ti¬≠ci¬≠pants are expec¬≠ted to sub¬≠mit their ori¬≠gi¬≠nal essays until Octo¬≠ber 15, reflec¬≠ting their views on one of the three poli¬≠cy ques¬≠ti¬≠ons out¬≠lined abo¬≠ve as well as three to five spe¬≠ci¬≠fic poli¬≠cy recom¬≠men¬≠da¬≠ti¬≠ons for NATO, mem¬≠ber sta¬≠tes, and part¬≠ners (5,000 cha¬≠rac¬≠ters), which will be publis¬≠hed in a spe¬≠cial book¬≠let for the semi¬≠nar and con¬≠fe¬≠rence.
